MOBIUS is an informal voluntary self-governing membership organization. Member institutions are not-for-profit institutions of higher education that are based in Missouri and are accredited by the Higher Learning Commission of the North Central Association of Colleges and Schools. Governance of MOBIUS is the responsibility of two committees: the MOBIUS Council , which is composed of the designated representatives of the MOBIUS member institutions; and the MOBIUS Executive Committee, which is composed of officers and at-large members elected by and from the MOBIUS Council.

The MOBIUS Consortium contracts with the University of Missouri System (UM) to provide Host Institution Services to the consortium and its members. The responsibility for carrying out UM's duties as MOBIUS Host Institution falls to the MOBIUS Consortium Office, a unit within the UM Information Technology Division.
The MOBIUS Consortium is interested in developing working resource-sharing relationships with non-academic libraries where it is determined that there will be mutual benefit for both parties in making such arrangements. Accordingly, the MOBIUS Consortium has developed a status called MOBIUS Cooperating Partner to define relationships with non-academic libraries that do not satisfy the criteria for being voting members of the MOBIUS Council but are willing to cooperate in resource sharing arrangements under defined conditions. Those conditions are defined in the MOBIUS Cooperating Partners Agreement.
